This section records only SVNM release policy and observed SVNM production evidence.
The 2026-08-16 receipt is the current recorded production observation. Source and tests define behavior; a release receipt identifies which candidate was verified live. A later candidate requires a new dated receipt after the complete production-verification contract succeeds. (docs/OPERATIONS.md:283-314)
